I get 18 mpg on the highway, usually 16 or 17 in town. Worst I ever got was 14 running biodiesel when I filled up on a recent trip in Wisconsin. I've had very few problems up until now. Engine currently has 383,000 miles, recently broke down and I haven't figured it out yet.

The diesel engine that would be in a 2008 Ford E-350 van would be the 6.4L Powerstroke Turbo Diesel V8. This Powerstroke engine got poor fuel economy with about 16mpg highway and 12mpg city.

You need to be more clear as to which "fuel pump" your wanting to know about. The Fuel Injection Pump, or the Fuel Lift Pump ??!!??!!
If it is a Diesel Powered Van it is on the Drivers side Framerail directly below the door, next to the transmission. Not sure on a gasoline powered van, but its probably in the fuel tank.

No. Most 6.0 diesels have an electric fuel pump mounted on the frame rail under the drivers side. The fuel pump is in a module which also houses one of the fuel filters and the moister separator.
