Hook up the pressure tester. Turn on the key. It should read upper 40s to lower 50s. Now start the car. The book says it should be 5-10 psi less than your initial reading. Ideally 41-47psi running. Upper 30s is ok. Make sure you have a good fuel filter and no kinks or blockage in the line when testing.

The fuel tank pressure sensor is actually the fuel pressure regulator. There is a sensing unit within the regulator.

The fuel pressure regulator or the fuel pump could be bad on the 19900 Lumina. Check both of these to start troubleshooting the problem.
Hook a fuel pressure gauge to the fuel pressure rial and just turn the key on and see if you get any pressure reading. If not you may have a bad relay, or a blocked fuel filter or the pump is bad itself.
