Just push on one side of the fuel door itself (it is not locking).
There is no latch. The fuel door locks/unlocks with the doors.

There wasn't a 1990 Chrysler 300.
First check your fuel pressure with a fuel pressure gage. If it is good your pump is good. If you have low pressure it could be a bad pump, dirty fuel filter, or clogged fuel line. If you have no pressure then check to make sure the fuel pump is getting power (12 volts) and that is properly grounded. If it is then either the pump is bad or the fuel filter is completely blocked. But first you may want to check to make sure you have gas in your fuel tank.
Yes, the 300 six cylinder was always basically the same. The newer motor will have fuel injection. You have to swap that or change out all the wiring.
