They do whatever the current program wants them to do.
Most (not all) games use F2 as "start new game".
Lap-tops often have special uses for these keys in association with some other key -
but each manufacturer has his own idea what that should be.

∙ 10y agoIt renames selected file/folder in Windows. In Excel it starts edit mode. In Word it cuts selected text. Other applications have different uses for it and when it is combined with the Ctrl, Alt and Shift combinations, it can do lots of different things in all the applications.
