It is located in the 2nd row from the driver's side front fender, and in the 3rd space from the firewall end of the PD BOX.

I'M NOT A MECHANIC but the owner's manual for the 1996 Ford Explorer shows INSTRUMENT PANEL RELAY MODULE # 4 containing a large relay for accy. delay system power windows along with 6 smaller relays. I'm sorry , but I don't know the exact location under the instrument panel. (Helpfull)

I was looking at the 1996 Ford Explorer Owner Guide : It shows in the Power Distribution Box ( which is " live " ) located in the engine compartment : The diagram is not numbered , so here goes : In the 2nd row from the drivers side , and in the 3rd spot from the firewall end of the P D Box is a : ( light green color 30 amp maxi fuse for the power windows / power locks and power seats ) The manual doesn't show anything about there being a circuit breaker

On a 1996 Ford Explorer : Body Compartment Relay Module # 5 is in the rear storage area where the jack and liftgate washer fluid reservoir is From what I can see on my diagram ( for the 4 door High Series / 5 relays ) - Door Unlock - Door Lock - Interior Lamp Relay - Driver Door Unlock - Trailer Park Lamps I see that the same 30 amp maxi fuse in the power distribution box ( located in the engine compartment ) is used for the power windows , power seats , and power locks
