I'M NOT A MECHANIC but the owner's manual for the 1996 Ford Explorer shows INSTRUMENT PANEL RELAY MODULE # 4 containing a large relay for accy. delay system power windows along with 6 smaller relays. I'm sorry , but I don't know the exact location under the instrument panel. (Helpfull)
Maxi fuse # 10 - 30 amp is for power windows , power locks and power seats
On a 1997 Ford Explorer : The ( # 10 maxi fuse ) is a light green color 30 amp fuse for the power windows , door locks , and seats ( 2nd row from driver side , 3rd maxi fuse from firewall end )
The owners manual shows a 30 amp fuse in the power distribution box in the engine compartment that is used for the power locks/power windows/ and power seats on the 1996 Ford Explorer.
Under the hood, #10, a 30A Maxi fuse, controls power seats and windows too.
In the power distribution box in your engine compartment of your 1997 Ford Explorer there is a 30 amp maxi-fuse in location # 10 , for your power seat(s) , power windows and power locks . Ford recommends disconnecting the battery before servicing anything in the PD BOX , which would mean that your Explorer would have to relearn its idle , the clock would need to be reset etc.

Remove the power locks and windows fuse you will loose power for your windows also
