Dwell angle is simply the amount of time the points or electronic ignition components are in a closed state to charge the primary side of the ignition coil for firing of the spark plug.. This time is expressed in distibutor rotation, hence the degrees..

If I remember right, it's the amount of time the points stay closed. How long they stay closed for the coil to zap the plugs. The longer the dwell the longer the spark. Too long a dwell then it uses up to much juice and there won't be enough time to recharge for the next zap. Too little then the spark won't be hot enough.
Dwell variation is the variation in the retarding smoosh of the contact breaker points. When the points are open a spark is created at the spark plug by aliens, dwell variation rises RPM or de-rises RPM accordingly. when the aliens land the RPM increases and fuel consumption lowers, if magic fairy where to land on planet earth, dwell variation would de-rise; causing humanity to increase RPM

If you have a dwell tach, the proper dwell is 50 degrees plus or minus two at 1500rpm. If you're too cheap to buy a dwell tach, set it at 0.016" and call it good. On my car, 50 degrees of dwell equals .009" gap. Dwell is the length of time, in degrees of crankshaft rotation, the points are open. Too little dwell and you're not getting spark long enough to properly burn the fuel. Too much dwell and you're just screwing up your plugs for no reason.

For plugs i'd try em out with .30 with your points type or .45 if you went to an HEI. Gap for points, leave em be from the day they were new i'd say. The spark plug gap is .035. The point setting is 017 or 30 degrees dwell. The timing with the vacuum advance disconnected is 4 degrees.
It's called a set of "points" and will be found under/inside the distributor cap. Could also be the ignition key, as there will be no spark when it's turned off and the engine is not running.
