There was no emperor; Imperatory was an honorific given to successful generals on the battlefield. Octavian Caesar was careful to avoid any suggestion of being a dictator, king or absolute ruler after seeing what happened to his adoptive father Julius Caesar. He took the title First Citizen, and then, wanting something higher-sounding, opted for the title Augustus.
