Athens government was the first democratic government in the world. They held votes to see who stays in their country and who leaves. they also decided who would be kicked out of the government of Athens by a draw known as 'blackballing.' A number of white shells would be put into a container and 1 black shell would be put in as well. Taking it in turns the members of the government would step up to the container blindfoldedand pick out a shell. if someone picks out the black shell they are out for good.
