You will need to consult with a manual (or ask a Honda-certified mechanic) on the sequencing of tightening the bolts on a cylinder head, but start with about 22 lb-ft/3.0 kg-m when you tighten all the bolts initially, then fully tighten them to 49 lb-ft/6.8 kg-m. Remember to keep the bolts lubricated before you do this...use engine oil or similar.

They're 14x5.5 (4x100 bolt pattern) stock.
Honda Prelude 1979-1991 have the same bolt pattern so they will "fit". Then it just depends on the width of the wheel and the offset (the distance between the centerline of the wheel and the plane of the hub-mounting surface of the wheel). Honda Prelude 1992+ wheels will not fit.
It should. There's very little mechanical differences when the mid-cycle refresh took place in 1990. Most of it was cosmetic, and the B21 series motor that replaced the B20 in the 1988-89 model years should still bolt on the same.
They need to be torqued to 22 lb.ft and then turn them 180 degrees in 2 steps start from the center and work out. Read more: 1998 honda accord 2.3L head bolt torque specs - JustAnswer http://www.justanswer.com/honda/1k1jk-1998-honda-accord-2-3l-head-bolt-torque-specs.html#ixzz1pntfWIDI
