yes EDIT: yes and no. not all D16 engines come VTEC stock. For sure the D16y8 does and maybe some others. you can always throw a VTEC head on a non VTEC D16 and make it one. People refer to that as a "Mini me" engine.
you have many different options when it comes to this, you can go d15b7/d16 vtec head (this is a Frankenstein swap where you put a vtec head on a non vtec block), or d16 vtec, or single or dual cam Zc its personal preference, but do not go for the non vtec motors such as d15s and certain d16s research use wikipedia it works the best to find this information

its a non vtec so its about 105 to the crank and the ex is 105, unless its a vtec then it is 125.
You can use any d15 series motor as long as it is not vtec. But also it isn't to expensive to switch to a d15b vtec motor you just need vtec ecu and wiring harness that can be found for about $100 on eBay. I switched my car from d15 non-vtec to d15b vtec for about $650 including the price of the motor.
B18c1 is way better than the b18b1 simply because the b18c1 is the integra gsr engine which comes with vtec and more horsepower than the b18b1
