I believe that this is a personal preference, but I think a very cold room can be distracting, just as a really warm room can also be distracting. My suggestion as to the room temperature of a "study room" would be to reach for somewhere in the middle of "cold" and "hot." Of course since these words mean different things to different people, your ideal "study room" temperature may not be mine.
