Interest groups are concerned with the candidate they support winning the election. While politicians pledge to use their best judgement and decide on what is the best for their congressional district, or their state, interest groups are not going to contribute maximum dollars to a campaign out of a sense of civic generosity.

Yes, if they want to change the laws they're interested in. There's not much reason to win an election except to make laws or budget decisions that are binding on others.
