You may not need DOS (Disk Operating System) on a regular basis but for deep troubleshooting for any program will require DOS type activity. For a Server administrator it is required since many advance features or troubleshooting instructions involves running commands in DOS.

Using DOS can allow you to start programs when the PC boots up or can allow you to run several commands at once which is called a BATCH file.

DOS applications can use SWITCH to enhance the function
Example:
Dir /p
The "/p" allows to go through page by page of files when the directory has a lot of files

If the Windows Operating System fails and does not boot up a person could use a "DOS" disk to look into the system drive and either back up or fix files to resolve the issue.

If you want to test network connection DOS has ping and tracert that can help a network administrator contact other servers

Commands that will benefit you would be the following:
cd (change directory)
dir (directory)
backup
help
date
move
scandisk
ver (for version)
ipconfig

I would highly recommending learning basic DOS commands to help you work with and understand Windows better.

It is not important to contemporary users.

DOS is a Disc Operating System. You need to type commands in a command line, in order to get the computer to do something.

Modern users use a GUI a Graphic User Interface. Using a mouse, to point and click at what you want.

Some people fall back on a DOS system (if available) to trouble shoot and debug a bad system.
