I'm just going to sum it up: Britain and America negotiators agreed to a major disarmament pact. It was for a boundary between America and Canada. In time the agreement was extended to place limits on border fortifications as well. It strictly limited naval armament on the Great Lakes. The Rush-Bagot Agreement was negotiated by Acting United States Secretary of State Richard Rush and the British Minister to Washington Sir Charles Bagot.
