I had this happen to my 1999 town car. There is a computer lighting module which controls the action of the lights. A bad module causes lights not to respond to switches ( the switches don't turn on the lights directly, but send a signal to the computer lighting module). First check all your fuses. If they are good, then check for voltage from the headlight switch. If you have that, then the Light Control Module is bad. There is a brown wire coming from that module that controls the tail lights, licence plate lights, and running lights. You can also check by applying 12 volts to the brown wire and ground. If your lights come on, then for sure it is the light control module located under the dash by the steering column.
