its your Power Steering trying too hard. if it starts jerking , take the pressue off the steering wheel just a little bit.

I'm assuming that your steering wheel has locked. Try jerking the steering wheel back and forth while turning the key to start it.

It is supposed to turn completely around. But if you mean it just keeps turning with no stops then you have a broken steering part of some sort. Possibly the steering shaft u-joint is broken.
