I am not sure the flag you are asking about, but I am going to assume it is the American flag. The first flag was designed by Francis Perkins for the Navy in 1775. It has changed over the years. The last two stars were added in 1959 with the addition of Alaska and Hawaii. In 1943 congress passed a law stating that not saluting the flag was a form of political protest and freedom or expression. The first amendment gives citizens freedom of speech and protest.
