Im not sure because i live in New Mexico. One time i bought a lighter at the fair and they let me but one time i tried to buy one at the gas station and they said they couldn't. Recently, I was in New York and i bought a Zippo lighter in Chinatown but then my friend tried to buy one in Times Square and they said they couldn't.
