Check for a blown fuse. If fuse is OK, see if the wiring at the compressor is OK. Clutch may also be defective. If the compressor comes on and off intermediately, it is low of refrigerant.
An A/C compressor by-pass pulley can be installed in place of the A/C compressor. You might still be able to order one from the Jeep dealership, or NAPA can order one. Naturally. you can also search on-line for the part.

The 1988 Jeep Cherokee air conditioning low pressure port is located on the air conditioning compressor. The low pressure port will be on the right hand side of the compressor.

If it goes away, then it's probably the air compressor going bad and tying up. check the tension pulley and the serpentine belt.
