Lathe and plaster can and does last in excess of 100 years if the building in maintained in a damp free environment. Most houses in the Eurpoean areas including UK and Ireland have used lathe and plaster since early 1800 and pre this and many of the houses that have these features still have existing wall finishes

Generally to do a good job it takes some trial and error or years of practice to do ornate work. I have had several old homes and also have repaired several customer's homes. You are probably doing a repair job so I will answer it that way... Lathe is the wood beneath the plaster walls usually if the damage is not severe you can tap (use you knuckles) on the surface. Start in an area that looks good and tap on the wall to "get the feel" of the sounds of solid plaster. Now move to the area in question and begin tapping at the center, if it sounds hollow it is probably loose mark the areas that sound loose (use a pencil or marker.) Continue working away from the center until you reach an area that sounds like the wall you originally tested. Now that you have marked the suspected bad areas, clear out all of the furniture from the room. use some tarps to loosely close off the room and close your HVAC supply and return vents.Use a small hammer and again start at the center and tap until pieces begin to fall (remember not to damage the lathe) remove all loose plaster (there will be a lot of dust, a face mask is desirable) At this time take notice that lathe is an irregular sized wood, This should let you know that there is artistry involved with finishing this project.At this time remove any of the lathe that has broken (new bundles of lathe are available and cheap) replace the broken portions.When all the old plaster is removed, and you have purchased new product mix a small test batch and if you are serious about doing this job make yourself a faux section of wall to learn or use as a test area; this is the artistry part, making the plaster of uniform thickness. Hint: wet the lathe first as the plaster will prematurely dry, without this step. And don't think you can sand it smooth after your work, as plaster is no where as easy to sand, as you may think.
