A meter that you find in large distribution panels only receives part of the supply voltage. The volt meters have a full scale deflection of 5 volts. The amp meters have a full scale deflection of 5 amps. These meters are supplied from, for voltage, potential Transformers and for amperage, current transformers. The transformers are ratio driven so that the maximum input will always produce a 5 volt or 5 amp output.
The legend on the meter is matched to the transformers. For example, if the maximum current applied to a current transformer is 300 amps then the transformer ratio will be 60:1. So for every 60 amps the transformer detects the meter needle will move up to a position on the meter face equalling 60 amps. This is a linear movement all the way up to full scale deflection of 300 amps equalling 5 amps to the meter.
Any meter, any device has a defined voltage rating. Normally it is mentioned on its name plate. Please check it

Clipping occurs in the voltage waveform when the input voltage, multiplied by the voltage gain of the op-amp circuit, exceeds the op-amp supply voltage as limited by the output network. The supply voltage and output network, limits the maximum voltage that can be achieved at the output. The op-amp behaves normally within its range of maximum voltage output, and then it is clipped when it reaches the maximum voltage of the circuit.

The voltage rating of a fuse defines the maximum value of circuit voltage in which the fuse can be safely used. If the 2003 Spectra keeps blowing a meter fuse when plugged in, the power source is probably not big enough to handle the voltage. An electrician will be able to rewire the meter fuse box so that the auto will no longer blow fuses.
