I'm going to answer this question only on the basis of reading the book The Once and Future King by T.H.White.
The sword and the stone are very symbolic and there are probably a lot of different symbolisms, but this is a main one: the sword is the kingdom and the stone is might. Once Arthur becomes king he tries to change the mindset of his kingdom to right over might. This right vs might is a repetitive theme in The Once and Future King.
