In some cases, it can actually mean exactly or around 1000. However, during the time The Bible was written, 1000 was also a number that simply meant "a lot".

For example, it is believed by many that the universe was created in 7000 years because it took seven "heaven days" (1 day in heaven is worth 1000 years on earth. 2 Peter 3:8-10). However, it could also mean that each of the seven days was just simply a lot of years. The first day was a duration of time on earth, the second day was another duration of time, and so forth. Whatever one is use depends on ones own personal belief.
