To put a 'toe in the water' means to try or sample an activity for a short time to see if you like it.
Imagine you are at the beach. You want to swim in the water, but you are a bit frightened. But if you put just your toe in the water, you might see that it is not so bad (cold?) after all! Then you will gain confidence and will take more steps into the sea. Soon you will be fully confident, splashing about and enjoying yourself!
Similarly, with some big challenge, if you just take that first little step, you might find that it is not so scary as you had thought!
To dip one's toe in the water is to test something out, cautiously, and without committing yourself to it.
