I suppose you meant "WL/Available".
It means that all the 'confirmed' tickets were sold and a waitlist started, but since the waitlist started there have been enough cancellations to guarentee that the 'waitlisted' ticket will become a confirmed ticket when the reservation chart is prepared (a few hours before the train departs).
For eg. if you are the 3rd person on the waitlist and there have been no cancellations, your waitlist number would be WL 3/WL 3.
If there'd been 1 cancellation, you'd be WL 3/WL 2 as the 2nd number is your current position.
If there'd been 4 cancellations your number would be WL 3/CNF (Confirmed).
The first number will always be the same as that IS the position you joined the waitlist.
