There is no minimal age for someone who commits a criminal act. The term common law is a generaly description of what laws are based upon in man US states as well as the US Constitution. The age of a perpetrator does not determine the criminality of the action, the action, the results of it, whether or not the minor knew that he or she were breaking the law, and so forth are the determining factors.
By the 14th century common law had determined that children under the age of 7 did not have the capacity to commit a crime. Age of 7 was established as the "age of reason" under ecclesiastical law and also the age of responsibility under Roman civil law.
Question is a bit unclear - I do not know what the questioner means by the "age of criminal responsibility." BUT - many (most?) states consider the age of 7 years to be the "age of reason." Children under that age are not considered to be sophisticated enough to understand the consequences of their actions and may be found not legally responsible for acts that they may commit.

In England, Wales and Northern Ireland, the age of criminal responsibility was raised from eight to ten in 1963. However children up to the age of fourteen were presumed not to know the difference between right and wrong ("doli incapax") and so couldn't be convicted in court unless the prosecution could prove that the child understood that what they were doing was seriously wrong as opposed to "naughty" or "mischievous".
This presumption however was abolished by the Crime and Disorder Act 1998 in which the Government emphasised that it "considered the notion of doli incapax to be contrary to common sense".
This has been widely criticised both in the UK press and by the UN Committee on the Rights of the Child which has recommended that the UK should "raise its age of criminal responsibility considerably".B
