Not exactly sure on this but I BELIEVE that the minimum speed for air bag deployment is set by NHTSA at 35 mph.

It's not a question of SPEED but of deceleration. The module contains accelerometers that constantly measure G forces and when negative G's exceed a preset threshold the airbags are triggered. You can be driving quite fast & strike something soft without deploying the airbags. Strike something solid and they will deploy even if you are going way below 35mph. It's not unusual for the cost of the airbags, belts, module and windshield (destroyed by passenger bag) to cost more than the actual collision damage. That's progress!
