Depends on how you define whisky. Most regular distilleries will put their whisky into barrels at anything up to 75% ABV, but this will reduce over time. It is possible to buy whisky with around 70% ABV. If you stretch the definition a little bit (a distillate made from grain), then Knockeen Hills make a poitin which has 90% ABV and is readily available (at least in Europe). As this is not matured in oak casks, it cannot legally be called whisky. Everclear is readily available and it is 95% (190 proof) grain alcohol.
You will need a hydrometer to measure the Original gravity of the wine (taken at 70 degrees F) before pitching the yeast. The final gravity (after fermentation) is then taken also using a hydrometer at the same 70 degrees F temperature. The difference between the two readings is multiplied by 131 and the answer is recorded as a percentage. Example Original gravity (1.048) - Final Gravity (1.101) = 6.943 or 7% ABV. If you want to know the Percent alcohol by Weight you multiply the ABV by 1.25. If you have the ABW and want the ABV, myltiply the ABW by .8.
The usual concentration of alcohol in beers is 5 %; but I saw beers with an alcohol concentration from 0 % to 18 %. Whisky has a concentration of alcohol of 40 %. The values are in volume.
You did not say what type of alcohol, Most common types are isopropyl (rubbing alcohol) methanol (used in shellac) and ethanol (beer, wine, whiskey) An ethanol-water solution that contains 40% ABV (alcohol by volume) will catch fire if heated to about26 °C (79 °F) and if an ignition source is applied to it. This is called its flash point. The flash point of pure ethanol is 16.60 °C (61.88 °F), less than average room temperature.

Various "nonalcoholic" beers (O'doul's being the most common in my experience) contain only trace amounts of alcohol (0.01 - 0.5% ABV). As for the highest ABV beer, an intriguing competition has been going on lately in that category between Scottish brewery BrewDog and German brewery Schorschbrau. The most recent "world'sr strongest beer" from each brewery have been Brewdog's Sink the Bismark! at 41% ABV, which was topped shortly thereafter by Schorschbrau's Schorschbock 43% (at 43% ABV). It's worth noting that these beers are now in an ABV range HIGHER THAN FULL PROOF LIQUOR (40%).
