A NEW Moon.

This can be qualified by saying that at a NEW Moon you may see a partial or total solar eclipse. This is provided the Sun, Moon and Earth are directly in line. Also at a New Moon if the Moon is not directly in a VERTICAL line between the Earth and Sun , but slightly higher or lower, because of lunar orbital movements, the New Moon is not directly seen . This is because the light from the Sun overpowers the Moon's sillouette, and so the Moon's disc is not seen.

NB The Moon's orbit about the Earth is inclined at about 5 degrees to the Earth's orbit about the Sun , so itis only when these two orbits cross at New Moon you see an eclipse.
