A Musical Scale is a rising or lowering series of notes or pitches, as opposed to a cycle of intervals [the distance between two notes] which is a musical form. Each note in a scale is referred to as a scale degree. Though the scales from musical traditions around the world are often quite different, the pitches of the notes in any given scale are usually related by a mathematical rule. Scales are theoretical constructs which may be used to control a composition, but much music is written without any scale in mind. Scales may be described as tonal, modal, diatonic, derived or synthetic, and by the number of tones included.
By order of music scales I assume you mean the order of flats and sharps in major scales. The first major scale is C major, this scales has no sharps or flats. The next scale is F major with 1 flat and so on and so on. The first sharp is G major. It has 1 sharp. The order of increasing sharps is FCGDAEB (Funny Clowns Go Dancing After Every Ballgame). The order of increasing flats is BEADGCF. (The same as the order of sharps, but backwards). Here is a list of all the sharps and flats...
No Sharps or Flats - C Major
1 Sharp - G Major (F sharp)
2 Sharps - D Major (F and C sharp)
3 Sharps - A Major (F, C, and G sharp)
4 Sharps - E Major (F, C, G, and D sharp)
5 Sharps - B Major (F, C, G, D, and A sharp)
6 Sharps - F Sharp Major (F, C, G, D, A, and E sharp)
7 Sharps - C Sharp (or D Flat) Major (All sharps)
1 Flat - F Major (B flat)
2 Flats - Bb Major (B and E flat)
3 Flats - Eb Major (B, E, and A flat)
4 Flats - Ab Major (B, E, A, and D flat)
5 Flats - Db Major (B, E, A, D, and G flat)
6 Flats - Gb Major (B, E, A, D, G, and C flat)
7 Flats - B Major (all flats)
When looking at this you'll notice that 7 flats and 5 sharps are both B Major, this is because they sound the same. The same concept applies to 7 sharps and 5 flats (Db Major)

Well between E major and A major I find no difference, but if you mean Major, Melodic or Harmonic, I'd say melodic.
