This is a tricky question, since it differs from person to person. For me specifically, in the past I've had to work hard on getting the pacing of stories just right, cultivating a mature tone, and avoiding using words repetitively. Other writers may have to deal with other personal issues. But the most important thing to do is write. Write, write, write. Try for an hour every day. The more you write, the better you get, especially if you do a lot of reading as well. The more you read, the better your sense of how to phrase sentences clearly and the more inspiration you will get for your own stories.
