The Mazda RX8 has a theoretical capacity of less than 1.5ltr, and is tuned to produce over 200bhp. However, it is a rotary engine, and requires large, technical and expensive maintenance and a fill-up of oil every 1500 miles. Not a car for the inexperienced.

Car engine sizes are expressed as the volume of their cylinders. Thus a 2 Liter car would have an engine with a cylinder volume of 2 liters. This would be more powerful than a 1.5 liter car. However there is a complication, if the car has a turbo charger then more power can be obtained from a smaller engine than its basic liter size because the booster compresses the fuel and air before it gets to the cylinders.
