It depends. If you're a right-handed person the right side would control non-verbal communication; while the left side would control verbal communication. If you're a left handed person you're left side would control your non-verbal communication while your right side would control verbal communication.

I wouldn't necessarily say that verbal is more important....however, it is easier to understand. With verbal communication, it is spoken, and the intentions and wording are clear. (For the most part, unless you're with a dishonest person). For non-verbal communication, it can be very subjective. A person may smile at you from across the room, but it could mean "I'm interested" or it could mean "I'm just being polite". It is up to the other person to basically guess what the intention is. But when combined with verbal communication, non-verbal signals really help to clarify and broadcast your meanings.
