Any one can stand for a position in parliament. if some one feels they stand a chance of wining in an election or even if they don't they can have their name included on the ballot. The voters end up deciding who wins the seat in parliament. In the case of the political parties the party makes the selection of candidate but it is still up to the people to vote for the candidate.
