The people of Ancient Mesopotamia did not have one single religion. Instead, they believed in a very large pantheon of Gods. These Gods often times were pictured with horns to represent strength and were thought to have only regional power. One particular God would be main deity for one town or area, and another god would be the main deity for the next town. This was a very common approach to ancient Mesopotamian religion.
