A group cannot be a governing body. A body is an institution, not people. What there can be is a ruling class or ruling elites. During the Early Republic the patrician aristocracy monopolised the consulship (the consuls were the two annually elected heads of the Republic and the army) and the seats of the senate. This led to a 200-year Conflict of the Orders between patricians and plebeians (commoners) which led to the plebeians gaining power-sharing, access to the offices of state and the senate. In the 503 years which followed the Republic Rome was ruled by emperors who were absolute rulers.

During the Roman Republic the most powerful political body was the senate. It was not actually a governing body. It was an advisory council for the consuls, the two annually elected heads of the city and the army. However, the power of the senate was enormous. The senate could not propose bills or vote on them. However, it could issue decrees. The senate was not an elected body either.
The chief legislative body of the People's Republic of China is known as the National People's Congress (NPC). It is the highest organ of state power and consists of delegates representing provinces, autonomous regions, and municipalities, as well as the armed forces. The NPC has the authority to enact laws, approve the budget, and elect key government officials.
