The BHE (Bus High Enable) pin on the 8086 is latched by the 8282 in order to indicate if a write cycle is a word (BHE=1) or byte (BHE=0) cycle.
Your door latch is not functioning properly or your "Door Ajar" switch isn't functioning. Try WD40 in the door latch. If that doesn't work, you may have to remove the latch assembly and clean it, then work it manually for a while my ranger took about 30 minutes to free up the latch spring.
If the cable or lever isn't "broken" try this, first be sure the hood is shut tight then operate the hood release, then go around to the front of the vehicle and by using the side of your fist give the front of the hood a firm thump. Sometimes this will release the hood from the latch. If it opens give the latch mechanism a good lubrication before you shut the hood.

If the latch has spun too far, try turning it with a screw driver while holding open either of the door handles (interior or exterior). If this doesn't work, try the advice below or go to mechanic. You need to take the whole latch out and give it a good clean and oiling sounds like rust or corossion OS making it stick.

Many times this will release the hood latch. Once open, lubricate the latch and stretch the pop up spring out a little with your hand.

Start with making sure the hood is closed tightly, then pull on release lever and hear it click, then go outside a give the front of the hood a firm thump with the side of your fist. This may release the hood latch and the hood will pop open. Once open give the latch assembly and hood hinges a good lubrication.
