I have the same problem on my 1998. I just replaced the serpentine belt and it still happens. When I turn on the A/C it gets worse. Any ideas what's causing it?
This is not a regular scheduled maintenance item. Normally it will last the life of the engine. It is replaced when the engine is overhauled.
The serpentine belt on a 2003 Dodge Dakota is replaced by loosening the belt tensioner and slipping the belt off. It can then be removed from the engine accessories and a new belt installed.
Tension is accomplished with a belt tensioner, it is probably defective and needs replaced.

Yes, the serpentine belt runs the peripheral components on the engine. The timing chain is inside of the engine.
