Subjective answer, but in my personal opinion, join on with a rural agency wherein you are required to learn a lot and learn it fast, then determine what aspect you like most and transfer to a large agency and focus on that area. If you are looking for a career in this sector then you should get Associate's, Bachelor's, or Master's Degree in law enforcement. Also you should be a minimum of 21 years old and without any criminal record. Not for simply residing in a motel. Other factors must come into play such as drug use, abuse or neglect, or other criminal activity. Now, that being said, CPS is the single most powerful agency in the domestic US today. They operate outside the courts and law enforcement, require no warrents, no evidence, no reasonable suspicion, and can act on the most vague accusations. They are permitted to keep a "black list" of names and remove children for no other reason than the name of a parent appears on that list. Their Achilles heal however is state lines. If you are able to relocate before they come at you, by and large out of state is out of their reach. Just keep in mind that they have counterparts in every state. And, state lines are not much of an issue for law enforcement.
