Every dog owner has to maintain his/her dog by cleaning up after it.
Any dog can be friends with any other dog if the owner is responsible.

No unless you were mauled or bitten yourself. The owner of the other dog has to pay all vet bills and it would be to your best interest to seek legal advice regarding any future problems with your dog regarding this attack. However, you can contact the ASPCA and press charges against the dog. It will be up to them (or if the owner of the other dog should go to court) that the dog be studied and deemed unfit and dangerous and it would be put down. I am a pet owner of small dogs and I understand your concern and anger. However, before having the other dog put down size up the owner first! Was the dog on a leash? Did the owner of the other dog let it's pet run around the neighborhood and didn't have it in a fenced yard? Don't take it out on the dog, take it out on the owner! If both dogs were off leash when they shouldn't have been then you are out of luck as far as expecting the owner of the other dog pay your vet bills and the bill will be up to you to pay.
When the owner say "Dog you out" they want the dog to go outside, or out of the room that they are not supose to be in or the owner is in there and does not want the dog in that room. That is why the owner or someone will say "Dog you out"

If a dog is focused on his\her owner always being there to help them, and htinks that they can't leave, the dog cna conceivably attack any other animals in the house, attack other humans in the house, and shred furniture
