The outer layer of the cell that controles what goes in and out is the cell wall.
Cell wall acts like a security guard because security guards control what goes in and out i think but if this isn't right think of a state boarder.
This outer layer is often simply reffered to as the cell membrane. I haven't seen any other nicknames for it, though it may have a more scientific name that I do not know of.
