Check fuse box underneath the dash in the passenger compartment - to ensure power to the PCM relay. In the 95 Lincoln - it is fuse # 11 (10Amp). If you cannot connect a scantool - this is probably ur problem.
There is no such thing as a cam sensor valve. The camshaft position sensor is powered by the PCM, there is no individual fuse.
