I don't know of a lot that can be done for a 9.9, other than propeller pitch increase. This engine, as is the case with most outboards, is designed for optimal power, without sacrificing idle, and low speed performance.

Sometimes the center of the prop breaks loose and slips or the splines get stripped. Also check to make sure you have the correct pitch prop for that motor and it is fastened securely.

It mostly depends on the weight or displacement of the craft you put it on. Put it on a little 10 foot flat-bottomed speed boat, you might get 60mph. Put it on a 30 foot pontoon boat, you will do good to get 15mph. It also makes a huge difference what pitch propeller you install. You must match the pitch both to the HP of the motor as well as the size of the boat. Of course, the absolute fastest it will go is if you drop it out of an airplane. Then it will go around 220 mph!
I have a 15hp Nissan 4-stroke on a 14x32 Jon Boat and have a 13" pitch Powertech Prop and I get a max speed of 34.5mph.
On average 1 HP Equals 25-30 lbs of thrust Depending on Prop Pitch. So a 15 HP would give you 450 lbs of thrust. I had a 18HP Evinrude Fastwin on a 14 ft Aluminum Jon Boat that would get water ski's or Hydro Slider on plane.

It can be several things. Here are a few simple (cheap) things to check 1. Does the boat have a sub floor that has filled with water? 2. Is the motor trimmed in? 3. Are you using the correct pitch propeller? Once planed does the engine rev to manufacturer's specification? 4. Is the bottom of the boat "bowed" or have a "rocker" as opposed to concaved which would make the boat plow.
