It depends what you classify as 'the North'. If you take a Southerner's definition (anything north of Northampton) then I make a calculated estimation of around 25 million. If you're talking the more realistic definition as Liverpool / Sheffield and north, then you're looking at around 15-18 million.

These figure are worked out from looking at regional population for counties etc and working it out from that. Hence they're not extremely precise.
