Not sure but you no longer have to replace the whole fuse box. Honda now makes replacement ELDs

The P1298 code indicates Electric Load Detector Circuit High Voltage. This can be caused by a faulty ECM or load detector unit, or the ELDU harness has shorted out. There was a service bulletin that states that the cause is most likely a faulty solder joint in the ELD. The fix is the replacement of the ELD, P/N 38255-S5A-003.

From what I have read it is your under the hood fuse box. Pretty sure if it needs to be replaced you will have to replace the whole fuse box...
