That means it starts a bill in either house, is modified in a committee, brought forth for debate, modified some more, called for a vote, passed in one house, sent to the other house, debated and voted upon, sent to the president, and signed (if vetoed, it can be reversed by a 2/3 vote in Congress) and made into law.
