The comma comes from the Greek komma (κόμμα), which means something cut off or a short clause. I think it was the playwright Aristophanes who first used it as a sign to actors that they could take a short breath. It is possible that the 'commar' is used in maths or programming, but I know of no linguistic diacritical mark by this name. I suspect it is a mistake by the questioner. I will presume that the person asking this question meant a 'comma'. The main function nowadays is a grammatical mark to break sentences into sub-clauses. There is a difference between English, which uses the same pattern as logic and programming of placing punctuation outside inverted commas except where the context indicates that the punctuation should be inside and AmEng, which places all punctuation inside the 'speech marks'.
