After removing the harmonic balancer retaining bolt and washer (you may need to immobilize the crankshaft by securing the flywheel ring gear), you will need to use a tool known as a wheel puller or a hub puller, such as a KD2251 as made by KD Tools. The tool consists of a long center bolt that runs through a center threaded hub attached to three adjustable splayed arms with holes in each at the working end. By bolting each arm to the existing pulley retention bolt holes in the harmonic balancer and then turning the long center bolt of the hub puller clockwise into the center of the crankshaft snout, the harmonic balancer will be "pulled" from the crankshaft. Be certain to utilize a wide centering point in the end of the long center puller bolt to prevent damage to the threads in the crankshaft snout.
The harmonic balancer can be reinstalled by utilizing various length bolts which fit the threaded hole in the crankshaft snout, a heavy washer, and appropriately sized spacers. After carefully aligning the harmonic balancer on the end of the crankshaft snout, using a longer bolt, tighten (clockwise) the bolt into the end of the crankshaft. When this bolt runs out of travel remove the bolt and replace with a shorter bolt or employ shims. Repeat until the harmonic balancer reaches the shoulder on the crankshaft. reinstall the harmonic balancer retention bolt and washer, tightening it to the required torque specification.
All of this is true....but Pontiac did not use an interference or press fit balancer. Most of the time once you have removed the large bolt in the center they can just be pulled right out. Installation is usually done by just pushing it back on. There are the occasional tough ones though that will have to be pulled with a puller.

On most newer cars, the crank pulley is one piece with the harmonic balancer.... Remove it with a harmonic balancer puller.
The harmonic balancer tool is made especially to remove the balancer. Some stores will loan you the tool with a deposit.

first remove serpintine? fan belt then remove large bolt in middle of harmonic balance. this bolt usually has left hand thread next with a harmonic pulley ,puller, remove harmonic balancer.when removing this, there is a key in the balancer and shaft if a new key did not come with new balancer,make sure not to loose the old one install new balancer with key.use the bolt to pull balancer up tight where it needs to be and use proper torque on bolt

To remove the harmonic balancer on a 1998 Saturn SL2, you will need to use a harmonic balancer puller tool. First, remove any surrounding components that may impede access. Then, attach the puller to the balancer and use a wrench to slowly tighten the puller until the balancer comes off.
Remove upper core support, remove radiator, remove belts, using a hormonic balancer puller(specific for chrysler) remove balancer.
The flywheel has to be held in place by a holding tool, Remove the mounting bolt, then use a balancer remover to pull the harmonic balancer.
The crankshaft pulley unbolts from the harmonic balancer. The harmonic balancer can be removed from the crankshaft with a 3 bolt puller.
