On a 1997 Ford Escort : The ELECTRIC fuel pump is INSIDE the fuel tank
Ideally, the fuel pressure for a Ford Escort 97, should be between 35 to 45 psi, while the ignition switch is on but engine hasn't been started. However, you might be experiencing a high rise in psi due to oil leakage, or engine failure. You should consult a mechanic to find out more.
In the trunk there is a side panel with the fuel pump switch reset button. In my wagon it was on the right side.

Probably same problem I am having. Seems to be either the fuel pump or fuel filter. I am changing the fuel filter first, because they are cheaper.
Some Fords have a removeable panel above the fuel tank that allows removal of the fuel pump. Some have a panel that covers a hole too damned small to get the pump through! On those, or the ones with no panel, the tank has to be dropped.

The fuel pump is inside of the fuel tank. It can be accessed by taking the rear seat cushion out and by taking the body panel out. It has 3 screws and then take the panel out. Disconnect the fuel and electrical wires. Using a wooden dowel drive the lock ring counterclockwise. Lift out the pump.

1.8L/1.9L engine not running 35-45 psi. engine running 30-40 psi. 2.0L '97 eninge off 35-45 psi, engine on 30-40 psi. '98 thru 2000 engine off 50-85 psi, engine on 25-35 psi. recommended values.
